"Serving over half my life as a law enforcement professional is how I chose to serve my community and support my family. I am fortunate to have chosen a profession, which I have always loved.
 
I wish to continue serving my community doing what I know best- Law Enforcement.  My vision is to be a “hands on Sheriff”, one who is on the job and available to the citizens and staff of the Sheriff’s Office and a leader who sets the example of hard work, dedication and reliability.
 
The working experience, which I offer is vast and varied, supported by desire and excitement to lead the Sheriff’s Office into the 21st century. I’m a “people person”; I take great interest in the needs of others and will diligently work to enhance the Sheriff’s Office, therefore providing citizens with the professionally trained officers they expect. 
 
The citizens of Harnett County pay for a full time Sheriff, and you deserve one. I am the candidate committed to professional law enforcement……not politics."

I have personally conducted investigations and arrested over 1000 criminals, coordinated large scale and long term investigations of organized crime, and seized assets in the hundreds of thousands of dollars from criminals. I have arrested shoplifters, purse-snatchers, armed robbers, murderers and major drug king pins. I worked and trained as a Special Response Team Officer for four years. In addition I remember the many personal contacts when I counseled with troubled youths who were involved with drugs, alcohol and just plain hanging with the wrong crowd. I have been present with parents who just lost their child to a drug overdose and are trying to understand why. On many occasions I tried to help parents of children who were surely on the wrong path. I always welcomed the opportunity with anyone I ever arrested to counsel them and attempt to turn their life around. I have always been available to the people of our community. The duties of a good law enforcement officer extend beyond arresting the “bad guys”.

1982 - Outstanding Law Enforcement Officer of Wake County, awarded by Raleigh Exchange Club.  Award presented by now Chief Justice of NC Supreme Court, Burley Mitchell and Raleigh police Captain Godwin.

1995 - "An Unscheduled Stop.  Some motorists traveling Interstate 95 in Dunn had to make an unscheduled stop last week as law enforcement officers conducted a drug interdiction checkpoint netting nearly 150 arrests, including drugs and weapons charges.  Pictured above, Agent Larry Rollins searches the trunk where he found a small amount of marijuana..."  Daily Record, July 31, 1995.

Community Involvement:
  • 1969 - 1973 US Navy; Petty Officer Second Class.  Two tours in Vietnam and two tours in the Mediterranean aboard the aircraft carrier USS America (CVA-66).
  • 1999 - 2001  United Nations International Police Task Force, Bosnia; Advisor to Chief of Police and Station Commanders; Chief Investigator of Human Rights Violations; Advisor to the Ministers of Interior.

I served with the United Nations International Police Task Force in Bosnia for over two years.  During my first year, I served as the advisor to the Chief of Police and Station Commander of a 400 man department, working daily on administration and field operations.  This was very challenging when you consider that I was advising commanders who were previously members of a communist society. 

My second year with the UN was served as the Chief Investigator of Human Rights Violations.  I supervised 25 investigators whose duties were to investigate cases ranging from police brutality to war crimes committed during the Bosnian War.  I also advised the Ministers of Interior (similar to our State Attorney General), monitoring the terrorist groups in our area of responsibility. I am restricted by the UN in relating the specifics of my work but believe me, I AM PROUD TO BE AN AMERICAN.


Family:

  • Married 31 years to Debra Matthews Rollins of Angier, NC.
  • Two children: Julie and Stacey
